DelDOT OJT/SS ProgramThis website will act as the primary resource to gather and disseminate information about the DelDOT OJT/SS Program. Job seekers that are not yet affiliated with the DelDOT OJT Program, and interested in pursuing a career opportunity in the highway construction industry, should register on this website (Link – Registration Page) to create a profile that will be tracked and maintained in the OJT/SS database. Once interested job seekers register on the DelDOT OJT/SS web portal, they will make themselves available for recruitment to heavy highway construction industry employers and will be notified of opportunities that match their skills, interests, and career objectives.
OJT Supportive Service (OJT/SS) Mission:
The mission of the Delaware Department of Transportation (DelDOT) OJT/SS Program is to support DelDOT training programs in connection with federal-aid highway construction projects by providing services to highway construction contractors and assistance to highway construction apprentices and trainees that will increase the overall effectiveness of DelDOT approved OJT programs; as well as increase training opportunities and upward mobility for women, minorities, and disadvantaged individuals within the heavy highway construction industry.
OJT/SS Program Overview:
Title 23 of the Code of Federal Regulations requires that DelDOT establish procedures for providing supportive services in support of training programs approved under a directive entitled "Equal Employment Opportunity on Federal and Federal-Aid Construction Contracts (Including Supportive Services)." The OJT/SS Program is intended to help increase the effectiveness of approved training programs and help to encourage a learning environment, and to maintain the enthusiasm and motivational level of the trainees, which is needed for them to succeed in the heavy highway construction industry.
The OJT/SS Program will provide supportive services that address barriers that hinder the completion of effective highway construction training on select federal and/or state funded highway construction projects.
The DelDOT OJT/SS Program seeks to help trainees identify and address issues including, but not limited to:
1. Perceived and/or alleged discrimination
2. Pay rates
3. Inadequate working conditions
4. Conditions unique to the highway construction industry
5. Clothing requirements
6. Overtime issues
7. Seasonal Job/Unemployment Compensation
8. Safety
9. Transportation
10. Child Care
11. Long-term OJT employee outcomes
12. Any other concerns identified
The OJT/SS Program will offer services to identify and address barriers within approved training programs that may include but will not be limited to:
1. Trainee orientations
2. Trainee counseling sessions
3. Online trainee profile access
4. Trainee monitoring and reporting
5. Trainee resource partnering
6. Trainee employee networking
7. Additional training as deemed appropriate to the program and federal guidelines, and as funds allow
